Homer Township Board Regular Meeting Minutes

March 9, 2026 at 5:30 pm

Location: Homer Town Hall


Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Supervisor Adam Carlson, Treasurer Kim Skappel, Clerk Charlotte Roraff

Absent: None.


Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.


Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.


Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.


Public comments started. No one signed up for public comments.


Andre Klonecki requested the Township issue a letter of approval for the liquor license application for The Blackhorse, DBA The Horse. He is not sure if he needed to reapply for the re-opening of the location, but he is putting the application in just to be sure. There was a brief discussion by the Supervisors. G. Nagle made a motion to give Township approval for the liquor license and issue a letter of approval. A. Carlson seconded. Vote taken, 3 in favor. Motion carried. C. Roraff will draft the letter, get it signed and email it to Andre.


H. Larsen asked if the Supervisors had anything for the road report. A. Carlson said gravel roads are soft as the frost is coming out of them. H. Larsen said he also noticed soft roads and it will take awhile for all the frost to come out. A. Carlson said the soft roads caused problems with the plowing during the last snow storm because the plow had to go very slow to avoid damaging the gravel roadbed and the soft roads caused the truck to get stuck a couple times. Brief discussion was had about options for clearing snow on soft roads.


A. Carlson stated the tree hanging over Sebo Hill has been taken care of and Krumrie Tree Service helped with removal.


G. Nagle suggested the Supervisors do a road check after this upcoming forecasted snow storm. 


Pickwick Fire Chief Zimmerman gave a brief update. Report will be ready for the Annual Meeting tomorrow night. He’s working with Pickwick Mill to do the annual maintenance on the dam gates. They will also work on repairing their fill site at the pond while the water levels are down. May 2nd they will be hosting a Porkchop Dinner in Pickwick. They have been out on several medical calls recently as well as a severe accident on the highway.


A. Carlson reported that the work is done on the Town Hall basement entrance. He asked Joe Neumann if he would paint the door with the leftover paint from the other Town Hall doors he did. Joe responded he would do the painting at some point.


C. Roraff gave a reminder for Township Election tomorrow, polls are open from 3pm to 8pm at Town Hall with Annual Meeting to follow at 8pm. 


A. Carlson made a motion to adjourn the meeting. G. Nagle seconded. Vote taken, 3 in favor. Meeting adjourned at 5:46pm.
