Homer Township Board Regular Meeting Minutes
August 11, 2025 at 5:30 pm
Location: Homer Town Hall
Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Supervisor Adam Carlson, Treasurer Kim Skappel, Clerk Charlotte Roraff
Absent: None
Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.
Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Public comments started. Joy Fabian and Joe Neumann made comments.
G. Nagle made a motion to authorize Joe Neumann to pick up paint and paint the back entry door on the Townhall building as well as the door trim on the Townhall building and the maintenance building. Joe Neumann has agreed to volunteer the labor if the Township covers the costs of materials. The estimated cost for paint is approximately $100.00. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
A. Carlson proposed making repairs to the outside basement access door and entry on the Townhall building. Discussion was had regarding options of just replacing the door, pulling off portions of the entry, replacing portions of the entry. Concerns were expressed about water and snow going into entry and causing more damage. A. Carlson made a motion to gather quotes on options to replace the door or replace door and parts of entry. G. Nagle seconded. Vote taken, 3 in favor. Motion carried.
G. Nagle gave an update on the Townhall chimney project. A. Carlson and G. Nagle took the chimney down as far as flashing would allow and tried to re-secure bricks. A chimney cap was installed which should help keep water out and provide a safer situation. The project is complete.
G. Nagle gave an update regarding the discussion to start sealcoating the Township gravel roads. He contacted the supplier used by Richmond and other surrounding Townships and they gave him a rough estimate of $60,000 per mile for a 20-foot surface. A 22-foot surface would increase the cost by approximately 10%. Discussion was had if we can possibly get 2 miles done yet this fall. The cost of 2 miles would require the Township to obtain two quotes, however, it would not require publishing so there would be more flexibility on timing. G. Nagle made a motion to get a second bid and work to get 2 miles of Township gravel road sealcoated this fall. A. Carlson seconded. Vote taken, 3 in favor. Motion carried. A. Carlson has notes on the roads and distances which may work to get as close to a single 2 mile stretch as possible for getting the quotes.
H. Larsen had the following to report regarding Homer Township Roads:
Grading left to do on some washouts.
The grader will need filters.
Washouts on Pickwick Hill and Sebo Hill are still scheduled to be worked on this fall.
A. Carlson stated he got a couple calls about a spot by Whetstone’s driveway which may have a possible culvert issue and a closer look will need to be done.
C. Roraff gave an update that documents received from Pickwick Fire Department were forwarded to the Township attorney and we don’t have an estimate yet on when the review will be complete. She will follow up with the Township attorney before the next Township meeting.
Bob Bruno gave an update from Pickwick Fire Department. They responded to a couple medical calls, helped with the semi fire on I90, had a couple storm events and the unfortunate fatality on County Road 7 and Highway 61.
K. Skappel provided the road cost report the Supervisors had requested. Supervisors can review at their convenience as they continue the discussion regarding sealcoating gravel roads.
G. Nagle made a motion to adjourn the meeting. A. Carlson seconded. Vote taken, 3 in favor. Meeting adjourned at 6:13pm.
