Public comments started. Dan Wilson and Pat Prodzinski made comments.

The contractor for Jeremy Miller did not show up at the meeting to discuss and seek Township approval for the driveway being constructed at 3609 Homer Lane. Brief discussion was had. A. Carlson will try to call Jeremy Miller tomorrow to discuss. There is not a permit issued from the county for the driveway as it is on a Township road. There has not been any Township approval given for the construction of this driveway and no plans have ever been presented at a Township meeting for review by the board. Parcel ID of the property is 060006050.

Skip Ellings expressed several concerns with the construction of the Miller driveway on Homer Lane. He is concerned when the water sheds off the driveway it will wash out Homer Lane on a regular basis. Discussion was had regarding the contractors pushing sand and rock on the road causing problems. Also discussed the culvert that was put in and the need for rip rap. There is concern nothing will be able to be done once the driveway is completed. These meeting minutes should serve as documentation for future boards of the concerns for washout of Homer Lane due to this driveway and documentation of the lack of approval for the driveway construction.

C. Roraff presented Homer Township Resolution Number 2026-03, Resolution Issuing an Order Vacating a Portion of Old Cartway Drive. G. Nagle made a motion to adopt the resolution as presented and get it recorded with Winona County. A. Carlson seconded. Vote taken, 3 in favor. Motion carried. C. Roraff will take care of getting th resolution to the County Auditor and Recorder.

C. Roraff received the signed Ridgeway Fire Department Contract. Copy was countersigned by Homer Township and C. Roraff will send a fully signed copy back to Pleasant Hill Township.

A. Carlson stated he talked to the MAT (Minnesota Association of Townships) Attorney regarding the Brommerich property driveway and road wash out issues. The attorney indicated the Township had a couple options for dealing with the need for a culvert. The board could do a special assessment against the property for the cost of the work or could do the work and pass a resolution stating this was a one time instance where the Township will pay for the work. Brief discussion was had. A. Carlson will follow up with the Township Attorney regarding drafting a letter to send to the property owner. Once a letter is drafted, a copy will be brought to the board for review and decision on next actions.

A. Carlson received notice from the grader operator (Scott Belter) that he no longer wishes to be the back up truck operator for the Township. A. Carlson reached out to Sam Watkowski and he agreed to be the back up truck operator. G. Nagle asked if we have a commitment from the primary truck operator, Kevin Larsen, for this season. A. Carlson will reach out to Kevin to confirm.

A. Carlson reported to the board the information from attending the FEMA meeting at the County regarding the June and July storm damages. The minimum dollar threshold has been met for the County. These grant funds would be available from the State to cover 75% of the damage costs and the Township would cover 25%. Currently, the application has been accepted, drafted and is on the Governor's desk for signature. A. Carlson indicated we should know more by the next meeting and he will continue to bring updates. Township damages submitted included Sebo Hill, Little Cedar Road, Whetstone and Husman.

Adam Zimmerman gave a brief update on behalf of Pickwick Fire Department. They have focused on some fundraising efforts this past month. 5 medical calls from Homer Township.

C. Roraff gave a reminder about the Primary Election tomorrow. Polls are open from 8am to 7pm.

A. Carlson made a motion to adjourn the meeting. G. Nagle seconded. Vote taken, 3 in favor. Meeting adjourned at 6:19pm.

Respectfully Submitted,

Charlotte Roraff
