Homer Township Board Regular Meeting Minutes
December 8, 2025 at 5:30 pm
Location: Homer Town Hall
Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Treasurer Kim Skappel, Clerk Charlotte Roraff
Absent: Supervisor Adam Carlson
Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.
Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. H. Larsen seconded. Vote taken, 2 in favor. Motion carried.
Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. H. Larsen seconded. Vote taken, 2 in favor. Motion carried.
Public comments started. No one signed up for public comments.
Henry Schantzen presented information on the garage he would like to add to his property. Discussion was had regarding the two options presented and no significant concerns were expressed. Supervisors H. Larsen and G. Nagle did not express a preference for either option. Mr. Schantzen will go back to the county to apply for his variance.
H. Larsen had the following to report regarding Homer Township Roads:
Snow plow has been out.
Some issues with ice in some spots and extra sanding was needed.
G. Nagle had a request from residents to do two swipes through Pickwick Loop to clear. This request will be passed on to plow drivers. C. Roraff was contacted by Xcel Energy regarding work needing to be completed on Clinton Drive to replace underground cable. Brief discussion was had; no significant concerns were expressed by the Supervisors.
Assistant Chief Bruno gave a brief update. They have had 90 calls year to date. Breakfast with Santa is December 13th from 7am to 12pm.
C. Roraff indicated the Notice to File for March Township Elections is posted and the published notice will be in the Winona Post December 10th edition.
C. Roraff followed up on the question from last month’s meeting on the prior year’s cost for sand and salt from Winona County. Last year’s price was $40.50 per cubic yard; this year’s cost is $44.18 per cubic yard.
G. Nagle made a motion to adjourn the meeting. H. Larsen seconded. Vote taken, 2 in favor. Meeting adjourned at 5:51pm.
