Homer Township Board Regular Meeting Minutes

July 13, 2026 at 5:30 pm

Location: Homer Town Hall

Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Supervisor Adam Carlson, Treasurer Kim Skappel, Clerk Charlotte Roraff.

Absent: None

Public Hearing Regarding Vacation of a Portion of Old Cartway Drive was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.

C. Roraff confirmed the notice of the public hearing was posted and published as required. She also indicated the notices were mailed or hand delivered by Skip Ellings to the owners of property directly abutting the portion of Old Cartway Drive proposed for vacation. 

The road examination was waived due to familiarity of the road location.

H. Larsen opened the floor for public comments at 5:39pm.

Joe Neumann stated concerns about property access for the property owners. Discussion and clarification was made that the vacation would only apply to the portion of Old Cartway Drive between Madison Street and Homer Avenue. Nothing would impact access via Madison Street and Shady Lane. 

H. Larsen, A. Carlson and G. Nagle all stated that Richard Slabaugh, impacted property owner, talked to each of them to request this portion of Old Cartway Drive be closed and stated to them he is working with the County on private driveway placement for his parcels.

A question was posed if the order to vacate would be part of the property owners deed. C. Roraff stated if the portion of road is vacated, the order would be recorded with the County.

No more public comments were made and public comments were closed at 6:05pm.

G. Nagle made a motion to vacate the portion of Old Cartway Drive between Madison Street and Homer Avenue. A. Carlson seconded. Vote taken, 3 in favor. Motion carried. C. Roraff will have a road order drafted for signing at the August meeting.

C. Roraff requested the board make the determination of damages. G. Nagle stated no property owners were losing access to their property therefore, there are no damages.

A. Carlson made a motion to adjourn the road hearing. G. Nagle seconded. Vote taken, 3 in favor. Road hearing adjourned at 5:42pm.

Regular Board Meeting was called to order by H. Larsen at 5:42pm.

Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.

Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.

Public comments started. Rebecca Church, Joe Neumann and Bea Salisbury made comments.

Eric Anderson presented information on his building permit request for a residence on the parcels he owns in Cedar Valley on 24930 County Road 9. Discussion was had regarding his plans for the existing residence and his plans for splitting one of the parcels. He has been working with the county regarding his plans. G. Nagle made a motion to give Township approval to the permit with no comments. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.

C. Roraff stated she has sent 2 follow up emails on the draft of the Ridgeway Fire Department contract and has not gotten a response yet. She will send another follow up email.

H. Larsen reported the roadsides have been mowed. Also, there are a few trees to cut which are hanging over the roads. He stated there was a bad washout on Sebo Hill which will need to be taken care of. G. Nagle stated there was a washout on Little Cedar. A. Carlson stated he fixed the hole on Whetstone Hill which C. Roraff received a call about. A. Carlson has talked to Ben Klingner about the significant washout damages and sent pictures of the damages so they could be included in the County’s submission to the State. 

A. Carlson stated in late June or early July he stopped and had a discussion with Bradley Brommerich regarding the ongoing issues with water running south to north and washing out Government Point Road by his property’s driveway. Mr. Brommerich suggested the Township bring in a couple of loads of gravel to build it up and divert the water. A. Carlson indicated he would bring that suggestion to the board, but also suggested to the property owner the installation of a culvert by his driveway should be considered as well. Mr. Brommerich was opposed to installing a culvert. Significant discussion was had by the board about the history of the problem, the decision of a prior board to not require a culvert when the new driveway was built and previous efforts to work with the property owner to address the issue. The discussion concluded with A. Carlson making the offer to call the Township Attorney to get more information on what rights the Township would have to install a culvert. He will bring the information back to the board when he has it.

A. Carlson and H. Larsen indicated the chloride has been put on the roads.

Bob Bruno gave a brief update on behalf of Pickwick Fire Department. 18 calls last month and 16 of those calls were medical calls in Homer Township. 2 firefighters attended training in Nodine.

C. Roraff gave a reminder regarding the Primary Election which will be on August 11th and polls will be open from 7:00am to 8:00pm. Election judge training is still forthcoming from the County and C. Roraff will contact the election judges to get them signed up when dates are released.

A. Carlson made a motion to adjourn the meeting. G. Nagle seconded. Vote taken, 3 in favor. Meeting adjourned at 6:21pm.
