Homer Township Board Regular Meeting Minutes
June 9, 2025 at 5:30 pm
Location: Homer Town Hall
Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Supervisor Adam Carlson, Treasurer Kim Skappel, Clerk Charlotte Roraff
Absent: None
Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.
Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Meeting agenda was reviewed. C. Roraff requested to add finalizing the mowing contract as item 5B. G. Nagle made a motion to accept the meeting agenda with the addition of item 5B as requested. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Public comments started. Bea Salisbury made comments.
JoAn Moham requested use of the Town Hall for Homer Heritage Day on June 28th. Access to the building will be needed starting at 7:00am. Events on the grounds throughout the day. Brief discussion was had. G. Nagle made a motion to grant access to the building and grounds for the day and for cleaning the day prior. A. Carlson seconded. Vote taken, 3 in favor. Motion carried. G. Nagle will coordinate with JoAn Moham for access.
C. Roraff gave the supervisors the copy of the mowing contract Joe Neumann signed and returned. The only modifications made by Joe were updating the dates and adjusting the amount of required general liability coverage to $600,000. The $600,000 amount matches the certificate the Township has on file for Joe Neumann. G. Nagle made a motion to accept the contract with the $600,000 general liability coverage amount. A. Carlson seconded. Vote taken, 3 in favor. C. Roraff will email a countersigned copy to Joe Neumann.
G. Nagle has the most recent copy of Pickwick Fire Department contract and will have the Township attorney review before the next monthly meeting.
H. Larsen had the following to report regarding Homer Township Roads:
Waiting on rock delivery for the rest of the Township roads.
Grader has been out this past weekend.
Roadside mowing should be wrapped up over the next couple of weeks.
Hillside brush will need spraying this year so that is planned for fall.
G. Nagle indicated Pickwick Fire Department is still working on collecting information for the Township attorney; nothing new to report to the board.
Pickwick Fire Department Chief, Adam Zimmerman, gave a brief update from the fire department. Year to date, the fire department has had 35 calls. Recent training has included Mayo One training, CPR certification and AED certification. The fire department will be helping at Winona County Fair events. Chicken que went well. They will have 5 individuals going to Firefighter 1 and 2 training hosted at Nodine. Raffles continue to do well at Twin Bluffs.
Request was made to board to allow volunteers to redo the stain on the Town Hall sign and to regularly water the flowers on the grounds. G. Nagle made a motion to allow volunteers to redo the stain on the Town Hall sign and allow regular watering of the flowers. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
A. Carlson will be coordinating the work on the chimney over the next month or so. He plans to rent a lift for the work.
G. Nagle made a motion to adjourn the meeting. A. Carlson seconded. Vote taken, 3 in favor. Meeting adjourned at 6:08pm.
