Homer Township Board Regular Meeting Minutes
May 12, 2025 at 5:30 pm

Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Supervisor Adam Carlson, Treasurer Kim Skappel, Clerk Charlotte Roraff
Absent: None
Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.
Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Public comments started. Eileen Hislop, Amy Cordry, Joe Neumann and Anna Driscoll made comments.
A. Carlson gave a brief summary of his discussion with the township attorney regarding allowing volunteer work to be done on the Town Hall building. The township attorney advised only licensed contractors do structural work and the individual should be insured. Our workers comp would not cover any injuries for any volunteer work. The attorney advised all proposed volunteer work be submitted to the board in writing and the board would need to approve the scope of all work, which could be done on a case by case basis.
A. Carlson started the discussion regarding the Town Hall chimney. His suggestion was to take the chimney down to the point where it was more structurally sound and then put an aluminum cap on the top. The cap can be powder coated to match the stone. The stone removal could be done by supervisors and the cost for the cap would be $249.50 without power coating, $334.50 with the powder coating. A brief discussion was had. G. Nagle made a motion to bring the chimney down to solid stone and cap it with the powder coated aluminum cap. A. Carlson seconded. Vote taken, 3 in favor. A. Carlson will coordinate the work.
G. Nagle gave a brief summary of the quotes received for lawn mowing at Town Hall. Cyrus, Turf Maintenance and Joe Neumann submitted either written or verbal quotes. Joe Neumann submitted the lowest bid at $110.00 per mowing and K. Skappel confirmed the Township has an insurance certificate on file from Joe Neumann. G. Nagle made a motion to accept Joe Neumann’s verbal quote of $110.00 per time to include mowing and sidewalk clean-up. A. Carlson seconded. Vote taken, 3 in favor. Motion passed.
Bob Bruno informed the board that the Pickwick Fire Department will be updating the contract at their next board meeting and will bring an updated copy for the Supervisors to review at the next meeting.
H. Larsen had the following to report regarding Homer Township Roads:
Most of the crushed rock has been delivered to the Township roads.
Truck is getting serviced and work had to be done for the brakes.
Grader was out on the roads and has been washed up.
Chloride will be put on roads around the end of June.
G. Nagle gave a brief update that the Township Attorney and the Pickwick Fire Department have connected on what documents are being requested for review. Bob Bruno stated their CPA is working on the items. G. Nagle acknowledged this is a process which will take some time.
Pickwick Fire Department Chief, Adam Zimmerman, gave a brief update from the fire department. Year to date, the fire department has had 28 calls. He advised residents to be cautious in the recent dry weather. Chicken que fundraiser date is May 17th, drive thru, hosted at the Pickwick Fire Station.
A. Carlson stated someone dumped a couch on Cedar Ridge Drive so he will pick it up and take it to Miller Waste for disposal.
A. Carlson started a brief discussion about the lock on the Town Hall door. Supervisors will test it tonight when they leave to check if it’s locking properly.
K. Skappel noted the Township received reimbursement for attorney’s fees from Steve Friend. She also has started the process for setting up a Minnesota Paid Leave account.
G. Nagle answered a clarifying question about volunteer maintenance work. All work needs to be reviewed by the board on a case by case basis, nothing can be done without prior approval.
G. Nagle made a motion to adjourn the meeting. A. Carlson seconded. Vote taken, 3 in favor. Meeting adjourned at 6:07pm.
