Homer Township Board Regular Meeting Minutes
November 10, 2025 at 5:30 pm
Location: Homer Town Hall
Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Supervisor Adam Carlson, Treasurer Kim Skappel, Clerk Charlotte Roraff
Absent: None
Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.
Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Public comments started. No one signed up for public comments.
Jack Dittmar from Scott Construction did a brief presentation to the Supervisors regarding options to sealcoat the Township gravel roads. Scott Construction does sealcoating for several neighboring townships. Most townships have their roads on a 5 to 7 year cycle of re-sealing. Supervisors asked several questions and discussion was had.
H. Larsen had the following to report regarding Homer Township Roads:
Gravel is all graded.
Truck is ready to go for winter.
Homer Valley is done for tree trimming.
A. Carlson checked the low spot on Pleasant Ridge, but couldn’t tell if the culvert was blocked so the Supervisors will need to keep an eye on it to see if we need to patch.
Assistant Chief Bruno gave a brief update that the Pickwick Fire Department board is still reviewing the memo from the Township Attorney. Once they have all their questions together they will bring them to the board for discussion. They have 84 calls year to date. The Breakfast with Santa is December 13th from 7am to 12pm.
G. Nagle reported that the fire site in Pickwick is cleaned up. Everything has been hauled out and the grass re-seeded.
K. Skappel got the notice from Winona County for this year’s salt and sand costs. Salt and sand will be $44.18 per cubic yard from Winona County. She also asked if one of the Supervisors could reach out to Wilson Township about the plowing bill they still owe us for last season. K. Skappel got a phone number to call and follow up on the bill.
C. Roraff presented the resolution to designate Homer Town Hall as the polling place for all state, federal and township elections for 2026. G. Nagle made a motion to accept the resolution to designate Homer Town Hall as the polling place for all state, federal and township elections for 2026. A. Carlson seconded. Vote taken, 3 in favor. Motion passed.
G. Nagle will be ordering two Woodland Hills signs to replace the missing ones. He will coordinate the work completion.
G. Nagle made a motion to adjourn the meeting. A. Carlson seconded. Vote taken, 3 in favor. Meeting adjourned at 6:24pm.
