Homer Township Board Regular Meeting Minutes
October 13, 2025 at 5:30 pm
Location: Homer Town Hall
Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Supervisor Adam Carlson, Treasurer Kim Skappel, Clerk Charlotte Roraff
Absent: None
Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.
Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.
Public comments started. Skip Ellings and Joe Neumann made comments.
A. Carlson reviewed the bids regarding the basement exterior door. Scope of work for both bids was now the same; replace the service door, remove and replace rotten sill plate and replace enclosure. Joe Neumann bid was $750.00 and the enclosure would be done in siding. Brian Larsen bid was $650.00 and the enclosure would be steel. Brief discussion was had. G. Nagle made a motion to accept the quote from Brian Larsen at $650.00. A. Carlson seconded. Vote taken, 3 in favor. Motion carried. Joe Neumann offered to donate an exterior door he has on hand for the project. A. Carlson will contact Brian Larsen to see what can be discounted from the quote if we can use the donated door.
G. Nagle gave an update regarding the sealcoating bids. The scheduling for the company’s representative to present at this meeting didn’t work so G. Nagle will try to line it up for next month’s meeting.
H. Larsen had the following to report regarding Homer Township Roads:
Ditches are mowed.
Shouldering is done on all four (4) hill roads.
Brush spraying couldn’t get scheduled in time for this fall so we will do that next year.
Grader has been serviced.
Landowners on Stone Roller and in Homer Valley were talked to and have agreed to tree trimming. H. Larsen will contact the landowner for Little Cedar about tree trimming.
A. Carlson discussed with the township attorney about the culvert on Pleasant Ridge and the attorney advised the best course of action was to try to work with the landowner. A. Carlson also discussed the Stetter driveway with the township attorney and again the best course of action is to try to talk to the landowner to come to an agreement. A. Carlson will reach out to the landowners and see if any progress can be made.
G. Nagle received a memo from the township attorney which outlines the issues needing to be addressed regarding a potential transfer of ownership of Pickwick Fire Department. Copies were given to each supervisor and to Pickwick Fire Department so their board of directors can review. G. Nagle requested the memo be posted on the township website as well. C. Roraff indicated she will post the memo on the website. Initial discussion regarding the memo will occur at the next meeting after parties have had a chance to review.
Assistant Chief Bruno gave a brief update from the Pickwick Fire Department. Spaghetti dinner went well, but smaller than prior years. Training and certifications are still in process and they have 10 firefighters fully certified so far.
A. Carlson indicated he will miss the December 8th township board regular meeting.
G. Nagle asked questions on MN Paid Leave preparations we have done so far. K. Skappel indicated she already has Homer’s account set up so we can submit our payments.
A. Carlson encouraged residents to attend the public meetings regarding the Winona County Comprehensive Plan. The website with information is www.winonacounty2045.com and he encourages all to be aware of everything being discussed and recommended and the potential impact to landowners.
C. Roraff reminded the supervisors that the Township needs to give Joe Neumann a one (1) week notice to end mowing for the season. Discussion was had and the supervisors will look at it tonight, but likely it will only need one more mowing for the season.
G. Nagle made a motion to adjourn the meeting. A. Carlson seconded. Vote taken, 3 in favor. Meeting adjourned at 6:18pm.
