Homer Township Board Regular Meeting Minutes

September 8, 2025 at 5:30 pm

Location: Homer Town Hall


Board Members in Attendance: Chairman Harlan Larsen, Supervisor Gordy Nagle, Supervisor Adam Carlson, Treasurer Kim Skappel, Clerk Charlotte Roraff

Absent: None


Meeting was called to order by H. Larsen at 5:30pm followed by the Pledge of Allegiance.


Prior meeting minutes were read by C. Roraff. G. Nagle made a motion to accept the minutes as read. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.


Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. A. Carlson seconded. Vote taken, 3 in favor. Motion carried.


Public comments started. Amy Cordry made comments.


G. Nagle said he was contacted by the mail carrier regarding the weeds along Cartway Drive. She asked that they be trimmed back because they are scratching her vehicle when she drives through there to deliver mail. Supervisors will do a site visit to assess and will get the trimming taken care of.


A. Carlson received two bids regarding the basement exterior door. When the quotes were reviewed it appeared they were not submitted for the same scope of work. Brief discussion was had regarding the scope of the work. A. Carlson suggested the item be tabled until we can request new quotes covering the same scope of work so they are equal. G. Nagle agreed it should be tabled until the quotes are equal. A. Carlson will request updated quotes from each bidder.


G. Nagle gave an update regarding the sealcoating bids. The company contacted expressed concern about the short timeline to get the work done before winter weather so it seems better to postpone until spring. In the meantime, G. Nagle will arrange for a representative to come to the October Township meeting and give a presentation to the board regarding the sealcoating project and the overall work entailed in the project. He will reach out to see if there are any other companies who want to attend the meeting and present information.


A. Carlson did not get a chance to go take a closer look at the spot by Whetstone’s driveway on Pleasant Ridge Road so he still needs to do that and should be able to do so before the next meeting.


H. Larsen had the following to report regarding Homer Township Roads:


G. Nagle indicated there was not an update from the Township attorney regarding the Pickwick Fire Department documents. C. Roraff sent a follow up email to the attorney, but has not received a reply. G. Nagle will call if we don’t hear anything before next month’s meeting.


H. Larsen stated we will need to have brush on the hillsides sprayed yet this fall. H. Larsen will reach out to the company we used two years ago.


Chief Zimmerman gave an update from the Pickwick Fire Department. They have responded to 70 calls year to date. He also gave a reminder they are hosting their Spaghetti Dinner October 5th.


A. Carlson gave a brief summary from the Winona Township Officers Meeting where there were updates on the Winona County Comprehensive Plan. He encouraged everyone to look online and attend future open forum meetings to be aware of the work being done and the potential impact to landowners. 


G. Nagle made a motion to adjourn the meeting. A. Carlson seconded. Vote taken, 3 in favor. Meeting adjourned at 6:25pm.
