Meeting agenda was reviewed. G. Nagle made a motion to accept the meeting agenda. A. Carlson seconded. Motion carried.
Public comments started. Al Joswick made comments.
C. Roraff introduced a resident request from Skip Ellings to have the township develop a formal driveway permitting process. A. Carlson has talked with the County and most townships don’t have a driveway permitting process, however the County was open to meeting to discuss options. A challenge noted by A. Carlson was that there is no policing power at the Township level for enforcement. A. Carlson will reach out to the County again to get more information on how we could work with them on this.
C. Roraff introduced a request from Joe Neumann to paint the outside of the Town Hall building. G. Nagle had questions regarding the scope of the project and requested a formal quote be submitted that includes time and materials. C. Roraff suggested the scope of the project be included in the quote as well.
C. Roraff stated she received a question regarding if there was a snow removal plan for the front steps and sidewalk for winter. Discussion was had. G. Nagle and A. Carlson stated they would be able to be at meetings early enough to address snow removal if they feel it’s needed. Since the back entrance is the handicap entrance, it is the main entrance used in the winter and always clear. The board will continue to ensure both entrances are accessible on Election days and Annual Meeting days.
A. Carlson stated the sealcoating project was completed and the 3 roads were sealcoated. Initial comments from residents indicate they are pleased with how the roads turned out.
A. Carlson received a call from Ben Klinger that the Governor did sign the approval for the funds for Winona County storm damages. Next steps for the Township are to be able to secure a contractor for the road repairs and shouldering. C. Roraff and A. Carlson got all the information for reporting requirements to complete once the work is done to secure the reimbursement for the Township.
A. Carlson spoke with Kevin Larsen and confirmed he will be the main plow driver again this year. Sam Watkowski is willing to be the back up driver.
A. Carlson stated he got a call regarding a spot in Homer Valley Road, across from Joswicks, which is missing a shoulder so there is a very steep drop off. A. Carlson stated a site visit would be needed to assess it and figure out what can be done. A. Carlson also will reach out to Harlan to let him know the roadsides need to be mowed in Homer Valley as well. Additionally, A. Carlson stated there are trees that need to be cut and grading to be done.
Bob Bruno gave a brief update on behalf of Pickwick Fire Department. They have had very few calls for the month. They are planning another fundraiser coming up and possibly an open house.
C. Roraff requested the board hire Charlotte Roraff, Kim Skappel, Harlan Larsen, Gordy Nagle, Adam Carlson and Scott Schradle as election judges paid at the Township wage rate of $25.00 per hour for the general election in November. G. Nagle made a motion to hire Charlotte Roraff, Kim Skappel, Harlan Larsen, Gordy Nagle, Adam Carlson and Scott Schradle as requested. A. Carlson seconded. Motion carried.
G. Nagle stated he would like to have the Township try to find a back up grader operator. There was a challenge getting road prep done for the last minute changes with the sealcoating project because the operator also has a full-time job. He believes it would be a good idea to just ask around and see if there is anyone interested in being a back up operator. A. Carlson stated his agreement.
A. Carlson stated he would like to have a discussion about the equipment age, replacement timelines and so on, but he would like all the Supervisors present so he asked to have it added to next month’s agenda. C. Roraff will add to the October meeting agenda.
A. Carlson made a motion to adjourn the meeting. G. Nagle seconded. Meeting adjourned at 6:04pm.
Respectfully Submitted,
Charlotte Roraff
Homer Township Clerk
